III. There are many possible solutions to this problem. The possible solutions are: (Two articles must be attached and annotated bibliography)

1. We could create a National Fingerprint Database to reduce time taken on criminal investigations.

2. We could spend more time on investigations, and get fewer results due to insufficient amount of data resources for the police to compare the prints among.


IV. The solution I (we) propose is: (This section will become your proposed legislation. Be sure to include what agency will implement your law, proposed cost if any and effective date)

The United States Government will create a national fingerprint database for all Americans not just offenders. The FBI will take control of this database due to them having a record of all offenders in the states before this will come into effect on June 1, 2011. The proposed cost of this database will be $500,000.

The unsolved crime rate has been greatly cut down since the creation of the criminal fingerprint database. Before 1992 it was a long and painful process to search for fingerprints to help solve crimes via fingerprinting.
